What's your take on this incident?

it happened on Bronx Street obviously in Bronx...
the owner were about to put them in the car. Which side? if on driver side, bad move... if the owner put them in the car from passenger side, will anything bad happen to the dog as sweeper go by?
He and his friends <-- ? where did his friends come from? the article says he was finished walking his dog then about to leave? Did he page them and they zoom to his aid while he was chasing the driver for almost 3 blocks?
I felt bad that the dog got sucked up but the owner should have made sure they are secure and out of the way...
oh well...
