Bucky, an older boxer breed, was left to starve in a home and now the owner faces serious charges.
Animal Warden Lisa Williams said the dog was saved when someone noticed it through a window.
Bucky is completely deaf and has an an upper respiratory infection.
A dead rat was found in what was left of the water. Feces and urine were found throughout the house.
Bucky is recovering at the Belmont County Shelter and after recovering, will be looking for a good home.
