For the second time in two months, a deaf-blind man and his guide dog came to city council, requesting something be done about the incessant barking in his Samuel Avenue neighborhood.

The man said, during Tuesday night's precouncil meeting, that he's fearful of retribution and asked that his name be withheld from any newspaper articles.

"I hear continuous barking every time I pass (by the neighbor's house), every single day," he said. "This distracts my Lab, a working dog."

Although the man suffers a 90 percent hearing loss in both ears, he said he feels his dog moving around when other dogs bark at him. This behavior puts his life in danger, he said.

The animal control officer and city police have been unable to contact the owner of the menacing dog.

"He won't answer his door," the man said. "I don't know why."

Ward 5 Councilman Chris McClure suggested the city send police in to monitor the area for this resident's safety.

The man said he has been threatened by neighbors since he last complained.

"I now carry two pepper sprays and a pocketknife," the man said.
