Chunghwa to offer new rates for deaf, mute people

Chunghwa Telecom Co. and two other telecommunications services companies have premised to work out new packages to help the deaf and mute people cut their communications costs for mobile phones.

The Consumers' Foundation (CF) and representatives of the deaf and mute community pointed out the more than 110,000 deaf and mute people in Taiwan are heavy users of mobile phone services to send messages when they contact other people.

However, the deaf and mute people presently pay messaging fees three times the normal people do.

CF officials pointed out that one of the major reasons is deaf and mute people cannot deduct the messaging cost from the monthly rental fee like the ordinary people.

They said it is unfair because the deaf and mute people cannot use the handsets to talk. Sending and receiving messages is the only means of communications when using the cellular phone.

About 10 percent of the people who have hearing problems now have to pay close to NT$2,000 for phone bills.

The CF officials suggested that telecom service firms charge only the cost for sending written messages from deaf and mute people.

Top executives of Chunghwa Telecom said they will study new says to serve deaf and mute people with lower phone bills.

It may take two to three months to work out new service plans with lower charges catering only to the deaf and mute people.

Other telecom service companies, including Far EasTone Telecommunications and Taiwan Cellular Corp., pledged they will take similar action.

Chunghwa Telecom executives suggested that deaf and mute people take advantage of existing special messaging services designed for them.
