Can you buy A Closes Capiton Equipment for TV

I get TV stations that have no CC and Comcast refuse to do anything to try and get the stations to have CC. Is there anything you can buy to hook up to a TV to have CC? I know there use to be something but I was told is nothing to buy because TV come with CC now.
 
If the station refused to show CC, then CC encoder will not make it CC. I beleive all TV that are made after 1994 (?) are already has CC encoder.

I get CC on most stations I watch but there are 3 stations that have no CC for any of their shows or movies . Crap ,so you mean there is nothing I can do to have CC ?? I try turning the sound up but that does not help as I hard trouble understanding what being said sometime.

I dunno why... if they won't put CC on their shows and there's nothing you can do about it. And if the stations are in USA, they have broke FCC regulation.

What are the names of those cable networks?
 
ME TV 292 , This 297 , and Movies 296 on Comcast. Comcast said it the station that fault and FCC said Comcast need to go after the stations .
