It has been years since I created a webpage. I have also used CSS, but unlike the code you pasted, I have never used layers in my CSS or HTML structure.
I don't know what you mean about tweaking. Did you borrowed the code from another website? If so, then you should save the html, php file so that you can play around with the CSS file and learn from it
