Right now up to this point, it working on texting system and will work on video streaming to capture the actual event at the scene before police or ambulance ever arrived. This will helped the actual events up to this point. I'm not sure about VRS system connecting to 911...

NYC has had limited text / video / picture functions for 911 and 311 ( non emergency line ) for a while now
