TXGolfer is right - cannabis is a controlled substance but cops tend to have a soft policy towards it, meaning harmless pot smokers are not persecuted usually, especially if they had five grams or less. it's almost the same policy here in Montreal. Cops turn a blind eye as long as you're not obvious about it and they're not going to waste their time arresting every day citizens for smoking a joint, be it a hippie or a banker. They rather spend their time, money and resources going after the Hell's Angels who dominate the drug trade in Quebec.

perhaps you're misunderstanding the scope of law regarding marijuana. it's legal for cafes to sell some muffins w/ cannabis inside and they're licensed to do so.

Yeah the Documentary I saw last month the cops said they tolerate it as long as it wasn't in the open. And even then it's pretty much just a citation as long as it is under 5 grams

Here in Montreal, if teenagers get caught with a joint, the cops confiscate the pot, escort the teens home and inform the parents. No fines if it's the first offense, second time, there would be a fine but still no arrest.

Jiro, no, it's not legal, it's just that persecution is not enforced.

Kind of reminds me of how sodomy is illegal yet not enforced in several states.

You can still get a citation (although very unlikely) thus, illegal

Look people, the point is, you can smoke pot to your heart's content in Holland without worrying about repercussions. Does this lead to a paralyzed, drug-addicted society? No.

Moving on . . .

It doesn't make any sense. Prisons are there to protect the public, but they are not protecting the public by putting the potheads away.
I agree ! And I been saying for long time if smoking pot was legal the crime rate would go down . I think the government is worried if they made some drugs legal they would lose money with all the fines people have to pay.

But it might also lead to a mentally paralyzed pot smoker. Not that I care; but they probably won't be applying for jobs anytime soon. They also keep the snack companies busy.
