Anyone else notice there is no captioning on The CW (formerly WB) ?

My home (DC)'s CW Network works CC when I watching WWE SmackDown! last Friday...

I checked just right now, it is CC. I guess it is depend on what show?

So I cannot wait to watch 7th Heaven tonight!!!

I'm going to take a guess and say it's the TV station that is having problems with the CC signals.
