Did you never read Dragonriders of Pern? Humans on Pern are actually colonists who deliberately adopted a low tech (pre-industrial) lifestyle and now millenia has passed with them living like this. It's entirely possible that Earth was the same idea only some cataclysm drove our development even further back, to the start of recorded history.
Halo's story is similar - humanity was once the most powerful, galaxy-spanning empire but were punished for losing a war with being reduced back to the stone age and confined to their homeworld.
