In Mexico, the Mexican government put on the very restrictions on the weapons, the innocent Mexicans who are interested to purchase the rifle, they probably take long time to fill the forms out for hunting, however, the forms are probably takes long time to fill out or accept by their government.

The Mexican local police aren't allowed to carry the weapons, only to those Federales or soldiers are allowed. Same thing with Britain and its unarmed police officers with their high crime rate.

Mexico while being a number one for high kidnap rates and violence drug war. The cartels kill the innocent people like in Ciudad Juarez or Tijuana who wasn't allowed to buy a gun without permission from the Mexican government.
