Already been implemented since November, albeit limited to a few channels.

It's just now that any channel can use automatic captioning.

I noticed that not all of the videos have the option for automatic captions. For example, the channels realannoyingorange, failblog, and cbs have videos with no caption options. Does anybody know why? I hope youtube will make it possible to search for videos with captions soon.
