Single mothers will be forced to name baby's father on birth certificate - or pay £200 fine

Unmarried mothers will have to include the name of their child's father on birth certificates under sweeping changes to the law unveiled yesterday.

Men who claim they are being excluded will also get the right to demand a paternity test and be formally acknowledged on registers.

The Government proposals aim to give more children the 'security' of being acknowledged by both parents.

Under its plans GPs or social workers will be asked to corroborate claims that the woman or child would be at risk by naming the father, while those who say they do not know the father's identity would have to persuade the registrar they are telling the truth.

Ministers believe that making it a legal responsibility for fathers to register births jointly with mothers will also make it easier to settle disputes over child maintenance.

Fathers who refuse to be named and mothers who do not record the father's name are liable for a £200 fine.

Work and Pensions Secretary James Purnell, who won a battle against Cabinet colleagues who opposed the plan, outlined the proposals in a White Paper.

Labour's deputy leader Harriet Harman is understood to have expressed concern that the system would tar some children permanently by associating them with undesirable fathers.

But Mr Purnell insisted: 'It's crucial that from the day they are born, both mum and dad recognise the role they play in their child's life and how that shapes their child's identity.

'We want to ensure that while continuing to protect vulnerable women and children, we promote parental responsibility and child welfare by significantly increasing the number of birth registrations which hold the details of both mother and father.'

In 2005 275,000 babies were born outside marriage in Britain. Every year 50,000 have the father's name left blank on their birth certificate.

The white paper would still allow mothers to omit a father's name if they can prove exceptional circumstances - including domestic violence or abuse. Children born as a result of rape or sperm donation will also be granted exemption.

Opposition MPs accused the Government of sending out mixed messages on parental responsibility.

Tory work and pensions spokesman Andrew Selous said: 'The Government has completely failed to send a clear message on the need for responsible fathers in children's lives.

'The Government must start making this a political priority by removing the penalties on couples in the tax and benefits system, recognising the contribution of family breakdown to poverty and working practically to strengthen family relationships.'

This is interesting. I was reading the comments below on the article and one of the comments notes
At the moment a single mother is NOT ALLOWED to put the child's father's name on the register unless he accompanies her
and that brings a question to my mind - How would that work with the new law?
 
It good thing we not born in Britain, Being an american we are allow to have many choices and rights. So far lot of single americans mothers don't be force to put the father s name on the baby's birth certificate. If the law change, then we would be in a big fight with the goverment. :)
 
What if the mother doesn't know who the father is?

I know a few women who have a habit of getting drunk and stoned... and then sleep with random guys at parties. One of them got pregnant multiple times (miscarried all of them) and couldn't remember who the father were. :roll:

For child's sake/interest, I support those British's law. I beleive that a child has the right to know who her/his father is.

The reason is because of high parental money. Single mother receive high parental money than both parents that's why they want to know who father is then they should be responsible for child's support. I support it fully.

I know a few women who have a habit of getting drunk and stoned... and then sleep with random guys at parties. One of them got pregnant multiple times (miscarried all of them) and couldn't remember who the father were. :roll:

Maybe they will get guys for blood test/DNA if women decides to keep a child. :dunno: I know some women use men for their sperm to make them pregnant because they want baby alone that's why I am glad that British fix the law to force mother to name the father but it would be different story if there're domestic volience, rape or sperm donor.

I am sure some unwed mothers have a very good reasons why they don't put the father's name on cerfificate. But not all singles mother can't support themselves. There are lot of singles mothers have good jobs and family support. So most of the time the fathers are the one that left the unwed single mothers and not willing to take responbility for their part in the the mess.

I am sure some mothers will tell the child who his or her father is when he or she is old enough to understand the whole situations and why the father's name is not on teh birth cert. It could be personal reasons. I am sure.

Yep or not just being drunk ,, what about being raped by a stranger or ex? I have known some women been held against their will and got raped.. so I don't blamed them for not wanting the father s name on birth cert if the mother can't idenify her rapist. That another thing to think about.
 
why would someone not want their child to know who their father is? to ruin their lives and enshroud their origins in mystery just because mommy and daddy had a little argument?

i think this is a great idea.

If this is a fine, how often would they give it? Per day, per year, or just per child?

It'd seem that it's more like a "fee" rather than a fine, would it not?

Yep lot of women get drugged in their drinks and a guy rape a women. You have to be careful not to leave your drink unattented so a guy can't or try to put drug in a person drink. That always been a big problem drug date rape.

Well, some mothers have their rights what they want to do. So I can't judge them. I am sure unwed mothers are doing the best they can for their child. Not everybody have to agree with the situation.

But... like I said, she doesn't know who the father is. She doesn't even remember who she slept with.

Let's suppose this happened at NTID. RIT has 15,000 students. 10% are deaf. That leaves 1,500 deaf students. The male/female ratio is 2/1. That leaves 1,000 male students.

So, if it was a deaf guy that got her pregnant... they can't force a DNA test on all 1,000 men. If it was a hearing guy, that's 10,000 men.
