It's not a question of party. This wouldn't work in a state that allows people here illegally to obtain a license.

Beyond that, there are many people aligned with either party who do not vote. If a party is afraid voter turnout will affect its chances of success, the party should change it's ideology to conform to voter needs instead of trying to obstruct voting.
