Using the personal, religious, or moral beliefs as an excuse should NOT be a basis for refusal of service to ANYONE, period.
Sounds like the doctor is taking advantage of that exception. I could understand the private sector, but flat-out refusal of *public* (and isn't medical care public, after all?) service for trivial reasons IS definitely grounds for a lawsuit.
If it were up to ME, I'd make damn SURE the doctor loses his/her license and be SO broke that he/she would have to sell his/her body organs in order to survive.
