I realize that they will only loan out videos for those who are k-12 students or family members of a deaf or hard of hearing student or professional.

Why the change? Anyone know?

Because they are stupid. Captioning is still limited and costly.
 
I still find that I could benefit from some captioned videos.

They only allow other inelligible people to browse to purchase...like yeah, right....
