Look at the title of the article you posted in post #1. It is proposed for a now abandoned bridge. If it is abandoned there will be no train traffic.

Leaving nature like that I'm all for that. I'm sure the parking logistics were worked out though as article mentioned all details were worked out already. So maybe the parking garage(s) is in one of the areas.
