He is referring to making an animated GIF from a short video clip.I think you are asking how to take a shot out of a video and make it into an image. Is that correct?
If this is what you want to do, and you are using a windows-based PC, this is easy.
Save the video on your hard disk. Then run "windows Movie Maker". If you have windows XP this program is already on your computer. (You may have to search for it with "my computer / explore".)
In Windows Movie Maker select "import video". Find the video you saved.
Then play the video. When you see the shot you want, hit pause. Then there is an icon on the very very very very right of the screen that will make a "screenshot". It will save that frame of video as a .jpg image.
