This is a pathetic example of when authorities try to go over board in the name of political correctness. It reminds me of a young boy that was not permitted to wear his dying grandmother's Rosary beads because gangs use them too...I suppose the next thing we should do is ban lemonaid stands because the child lacks the proper license...

Sad...this might be England but America is not far behind them.

Or, the city issuing the fines are in trouble, as in municipal bond implosions. Three cities in CA have faced such straits in recent weeks. How many more are there ready to file bankruptcy or simply close the doors and move to another city under cover?
