free stuff?

Hi, my father is deaf, he just retired from a job of 35 years, he is on a budget now and cannot afford a computer, I came to this site wondering if anyone knows where I could buy a cheap working computer of better yet, free computer for the deaf? thank you.

aarp has a program just suited for him if he qualifies under the age/income requirements not only that they can help him with other areas of his life too
