Difference between VRS and VRI

I had gotten info from purple company yesterday.

Purple MVP or netbook users, if you can use VRS on your purple netbook or MVP at the doctor's office, this is not allowed due to FCC regulations. The FCC covers the costs of all VRS calls through the Interstate TRS Fund only instead of VRI (Video Remote Interpreting) You need deaf interprefer or VRI for doctor or others. They must pay fee for deaf interprefer or VRi service.

VRS: Interpreter, deaf person, hearing person are all in different locations.
VRI: Interpreter is in one location, deaf and hearing person are in the same location.
