How do someone start their own video relay service?

I have few interpeters that are interested starting a private VRS/VI service and I am trying to find some details, paperwork, etc to start new VRS provider.. Seems that FCC is limited on info..

Anyone know?

Ask GoAmerica, it appear that most relay service company are under GoAmerica. But not Sorenson.
