A Deaf school layout

If there was going to be a building with classrooms and other things a school has- what sorts of things would make it Deaf friendly? Have there been instances where you've noticed certain floor plans or furniture helped with keeping vision more available?

Wait, what?

What kind of budget are we talking here...

Like an LED scroll board in every room to give announcements, projected CART/laptops on every desk- or just big sound canceling rooms (for the HOH and CI) with no 'human tones' (beige, white, brown, black, ect) 'natual color' lighting nothing that buzzes or flickers?
