I usually side with the original owner when a lost dog has it's owner found. BUT this swayed me to say the people who found the dog should keep it: The office launched an investigation after Briggs’ attorney, Geordie Duckler, made allegations that Hanson-Fleming had abused the dog when he had it. Duckler sent a release to media outlets on Friday claiming that Hanson-Fleming physically abused his dog, left it in a small cage and kept it in an unclean environment. You abuse, you lose. No dog deserves to be abused. Period.

If in fact, the guy has or had abused that dog, then the dog should stay with the lady....as far as the guy's prior drug arrests...that has nothing to do with the case....just trying to make the guy look bad.
