Have you thought about Maryland? We have quite a large Deaf community here. Remember, there are lots of Deafies in New York too, but all over the place, if you know what I mean by.
At least, in Maryland, we have a large community in Frederick and Gaithersburg/Germantown.
And Maryland pays their teachers pretty well too. Weather may not be something you want to deal with, if you are looking for San Francisco-type weather. Good luck.
