Might be more challenging than we both think. Because we are asking them to Volunteer. Maybe, the best chance is try to get youngster aka high schoolers to help out. That's the best I can think of. This, alldeaf.com, is a possible, but who knows.
You certainly planned this out pretty well. I do understand the process. Do you know how to design with Flash template? If so, you should be okay.
Here's my thoughts.
You should start a "pre" site, that's online, but not online yet. Have few people work on it for free. Be sure to tell them that they can include this in their portofolio. You see, after having this idea, you need some pictures, example sites, and people who are willing to help out, (their profiles), that way, you can actually start what you're doing after approved with funding.
If you are looking for something else than what I advised. Let me know. I understand Flash, CSS, and HTML very well. I could help out, but I'd stick with CSS and HTML since I can type them in notepad at work. I do not have Adobe Flash CS3 on my work computer. And I work most of the time. Anyways if you have anything that's visual, I'd like to see it. If not, that's where you should start.
