    Maybe I can help. In my work I have to deal with sound and there have even been times that a cell phone was involved as voice. When I knew I would be face with the need to interface a voice with what I did I started working with Naturally speaking programs. Building an interface cable between the cell and the computer aloud me to take a voice from phone to screen. Mind you it is not 100% but it does work well. Your brother could use a microphone and a computer (small hand held even). Some tweaking is needed and if the same people are speaking all the time then the program will learn. ASL is the better but even an interpreter might have problems keeping up. A written program of ceremony also can always help. If I may be of more help please feel free to write me. Bright Blessings.
