decibels into percentage

My friend wanted to know how much percent in both ears so I have no idea about percent. I know how much decibels in both ears. 90 DB = left ear and 99 or 100DB = right ear how how to do convert into percentage? How it works?

Hearing loss is not measured by percentage

Many people quantify their hearing loss by using percentage BUT this assumes that 0db is perfect hearing and 100dB is completely deaf.
In reality the decibels are a logarithmic scale and people with 110dB hearing losses can still hear a tiny bit.

This article explains it well.

My hearing loss is just about the same as yours. I usually describe it as "Severe to Profound" hearing loss. When people ask about percentages I explain that the categories (Mild, Moderate, Moderately Severe, Severe and Profound) are much more accurate.

Some people have asked me if I'm "legally Deaf". When I'm in a mischievous mood I tell them, "No, I'm Deaf illegally." Then I explain that there is no definition of Legally Deaf like Legally Blind.
