On a diet of chocolate and crisps, Barney's distinctive spots had swollen into great blotches, and he was carrying so much flab he could barely move.

When RSPCA inspectors raided owner John Green's home, the overfed dog tipped the scales at a mammoth 11st, double what he should have weighed. 

Moving about left him out of breath almost immediately, and jumping in the air was an impossibility.

Yesterday, after 50-year-old Green was banned from keeping dogs for ten years, Barney displayed his new slimline figure, thanks to a healthy new diet and regular exercise.

Since he was taken into care in June, he has slimmed down to just over 6st, and he is now ready to go to a new home.

Inspectors seized eight-year-old Barney after Green, of Macclesfield, Cheshire, ignored warnings to stop overfeeding him.

Magistrates in the town heard that Green treated Barney more like a friend than a pet, regularly sharing fatty treats with him.

'When he had a packet of crisps, Barney had a packet of crisps,' said Andrew Meachin, prosecuting.

Along with regular bars of chocolate, Barney's food intake left him 'morbidly obese', and the dog was immediately seized by the RSPCA.

The court was told that unemployed Green 'thought the dog was a little overweight but did not know what weight he should be'.

His solicitor John Temperley said: 'The phrase "killing with kindness" comes to mind. He just overfed and overindulged his dog.'

Green admitted cruelty and was also ordered to complete 200 hours of unpaid work.

Afterwards, RSPCA inspector Rachel Andrews said: 'Hopefully this case will show pet owners just how vital it is to provide their animals with a carefully controlled diet and regular exercise.

'With Christmas just round the corner it might be tempting to overfeed them, but it's important to remember that those extra pounds can have a huge impact on their comfort, health and well-being.'

Earlier this year animal charity PDSA claimed 35 per cent of Britain's dogs were overweight, increasing the risk of arthritis, diabetes and an early death.

Pet owners now have a legal duty to provide proper care under the Animal Welfare Act. Breaches including feeding a cat or dog too much carry the threat of a fine of up to £20,000 or even 12 months' jail.

Anyone who wants to offer Barney a home should call the RSPCA's Warrington centre on 01925 632 944.

A program setting up rules for allowing homeless cats to roam free in Charleston was approved Monday night by City Council, and the same ordinance will be considered today by County Council.

Under the approved city program, "free roaming" cats would not have to be trapped and killed but instead could be spayed or neutered, vaccinated and microchipped before being turned loose again. The ordinance would have an immediate effect of returning 1,000 to 1,500 cats to the wild over the course of a year instead of euthanizing them.

A $100,000 grant makes the pilot project possible, said Charles Karesh, a board member of the Charleston Animal Society. Veterinarians at the Animal Society and Pet Helpers will participate in the program, which is scheduled to start in January.

Karesh said that up to 5,000 cats are killed annually in Charleston, but the "trap and kill" approach does not work well. People would be more willing to bring in free-roaming cats knowing they would be freed afterward, he said.

The Free Roaming Cat Program received final approval Monday night. Under the program, a cat must be assessed by a veterinarian and deemed healthy. It must be spayed or neutered, vaccinated for rabies, feline viral rhinotracheitis, calcivirus and panleukopenia. It must be microchipped and "ear tipped" to indicate those steps have been taken before being turned loose again.

"Free roaming cats shall only be allowed as long as they do not create a nuisance," the ordinance states. Any cat trapped three or more times shall be deemed a nuisance. A free-roaming cat shall be returned to the area where it was trapped unless a property owner asks that the cat be released elsewhere. The city will not be held liable for the disposition of any cat in the Free Roaming Cat Program.

Charleston County Council will hold a public hearing on its cat ordinance at 5 p.m. today in Council Chambers. The council has given initial approval to the ordinance but has yet to take a final vote.

The American Society for the Prevention of Cruelty to Animals is providing grant money for the cat program.

Most of the money, about $60,000, will go for surgeries and vaccinations, Karesh said.

What do you think of this plan?

The cats will be sterilized, so they won't have kittens but they will still be a nuisance and wild.  They'll still kill birds, spray things, pee and poop on property, scratch cars, carry fleas, stink, etc.

I wonder what will happen when the money runs out?

She stares at me, and I know exactly what she wants.  I ask her, " Are you thirsty?"  She looks at me bright eyed, then looks at the bathroom.  I get up, and walk straight to the bathroom, let her inside, and she hops into the bathtub, and I turn on the faucet for her to get a drink of "fresh water."  Knowing full and well, when I fed her this morning, I also gave her fresh water in her bowl.  

Nooo, that's not fresh enough, lol.  She has taught both my hubby and myself to get her a drink in the bathroom.]]></description>

"Old love never dies," the country song goes, "it just fades away." Well, maybe so, but occasionally it comes back, too. At least that's the case when it comes to an animal keeper in the southern German city of Münster and a penguin named Sandy.

This roller-coaster story of love started 13 years ago, when a one-year-old African penguin was transferred from a zoo in Nuremberg to the Allwetterzoo Münster. But rather than integrating herself into the penguin population, Sandy set her sights on her keeper. "At the beginning," Peter Vollbracht, 47, told SPIEGEL ONLINE, "we found it very funny. Normally you have to wear thick gloves to handle these penguins because they have really sharp beaks and can give you a good whack with their wings. But Sandy" -- as Vollbracht named her -- "would just sit on my boot or arm and ask to be petted." 

Still, at a certain point, friendliness turned a bit into obsession. "There was nothing we could do about it," Vollbracht says. "I didn't choose her; she chose me. When I would get to work in the morning, she would be there waiting for me and call out to me. And when we did our daily penguin march for exercise, she would always jump to the front of the line to be next to me." 

With Vollbracht around, Sandy completely ignored the zoo's other 80-plus penguins. "She didn't care about anyone else," Vollbracht says. "I was just her big penguin." 

The atypical relationship was good for the zoo. Although most penguins shun human contact, Sandy let Vollbracht and others pet her. In addition to visiting schools, handicapped children and retirement homes, Sandy and Vollbracht made the rounds of Germany's leading talk and late-night entertainment shows. Sandy also landed a couple of parts in German films on her way to joining the top-tier of beloved animals -- like Berlin's celebrity polar bear, Knut -- in this animal-obsessed country. 

But then everything changed.

'She Completely Wrote Me Off' 

During the filming of a movie with Sandy in 2006, Vollbracht got sick and had to stay home from work for six weeks. But when he finally returned to the zoo, Sandy had found someone else. "If their partner is gone for a few weeks," Vollbracht says of these primarily monogamous birds, "they go back out on a partner hunt." 

"After 10 years of having her on my arm," Vollbracht says with a wistful sigh, "she'd completely written me off." Sandy was now with Tom, a much younger penguin. "At the beginning," Vollbracht says, "it was weird. But, when all's said and done, it was better for her to lead a normal penguin life." 

And that's exactly what she did. In 2008, after a few mating seasons of near misses, Tom and Sandy eventually started a family of their own with two chicks. But this September, Tom died of a bacterial infection. Since raising two chicks was "too much for her to handle on her own," they were placed in a foster nest. And Sandy was single again. 

"After Tom died," Vollbracht says, "I came back to work from vacation, and it was like she'd flipped a switch. She was looking for someone, and I was there." 

Now Sandy and Vollbracht are back together again and pleasing the crowds with their daily shows of affection. For Vollbracht, who has a wife and two children of his own to worry about, it's a bittersweet reunion. "It's nice for the zoo and to be followed around again," he says, "but I can't stay her partner forever." But finding her someone else might not be so easy, either. "We can't find her a partner," Vollbracht says. "She chooses, and it's her decision or nothing."
