Despite lacking the certification that other applicants had, Bill Walker, the State Workforce Director, told committee members that Clara Taylor hired has a deaf family member, has signed for members of her church for the past ten years and has been a loyal state employee for more than 20 years.

What's bad is that they know what qualifications they need. Wonder if the new hire is in violation on section 5.2 and what about the director fro 5.3?
