I don't have children but I know. My niece will be 13 next month. My sister (may she rest in peace) and brother in law teaches both of their children about sex, rape and things like that, also they watch who comes in their own and who don't meaning their friends and such.

Also if I had children, not married at all. I would be careful who comes in my home and who I date. Also my b/f's would not be watching my daughter alone at all. My daughter would be at her friends, or family. Or I would have a female baby sitter to stay with her. That is how I feel.

well, it's big problem in situation that you're put her in bad path where decision lead this mother to take care of child more difficult and wrong age. She should get abortion. We cannot allow her to accept to be mother because it's wrong. I don't think body in age can provide like that.

There is no way a 10 year old child can physically nor mentally take care of an infant. They simply lack not just the maturity, but the skills needed to do so.

I think the state did what was best for both in this situation - removing both from the home and placing into state custody.

HOWEVER there would be one thing I would do differently - allow the 10 year old to be placed in a home with her child, where she would not be the legal gaurdian for reasons already stated - but can 'bond' with her child and learn 'some' parenting skills along the way, but she will never earn full custody of the baby due to their ages and the fact that even at 18 she wouldnt even be financially ready to take on an 8 year old child but would be allowed visits. This would give them both a chance to form a relationship with each other.

Whomever adopted the infant would need to be willing to let the 10 year old be a part of the infants life given the circumstances - the ideal thing would be is to adopt them into one home more as siblings rather then parent-child.

As for abortion, Im not sure you can legally perform abortions on children that young and even then the abortion clinic would still be required to notify the Department of Family Services, simply for the fact that she is so young - the same reason the hospital notified the Department of Family Services.

I agree with Dixie, The state did what was best for her. I think abortion is too hard for a 10 year old, also let alone can cause problems when she gets older such as not being able to have any more children too. IT would hurt her more, to kill a child than putting a child for an adoption.

also I think the young mother should go to a home where her child is, but not a legal guardian. But to learn parenting.

Agreed. I don't understand the tag of statuatory rape, either. A 10 year old could not be consenting. Looks to me like a case of ongoing rape.

Agree with you completely. That would be the ideal situation. However, given the circumstances of the preganancy, the 10 year olds feeling definately should be taken into consideration regarding visitations and contact. It could easily be more traumatic for her to have contact with the child. The abortion, for a child that young, would require parental consent. I would say that chances are good that they did not even realize the child was pregnant until after the time limit for abortion had passed. The poor child probably didn't even recognize the signs of pregnancy, or if she did, was terrified to tell anyone.

But who would volunteer to take care of both daughter and the baby?

Well, hopefully she and the baby would find a good guardian to take care of them for rest of their life. They need it.

I hope they will give her some counseling, because I doubt anyone's mind would be sane if they went through this at such young age.

I am positive that the mother is receiving some sort of counseling at this stage and probably will continue to do for another year or two at the very least so that she can adequately deal with her feelings and emotions, or even she may never really move past this to have a productive life. But either way - the day she turns 21 she's no longer the states responsibility, she's on her own. All we can do is hope she meets the right kind of people and has some good people in her life between now and then that can have a positive influence over her.

Chaffer is accused of raping the now 11-year-old Lincoln Heights girl many times when she was 10, from Sept. 8, 2006 to Nov. 4, 2007.

The girl’s mother remains under investigation, Deters said. “You know I have been doing this job probably too long, but every time you think you have seen it all, somebody like Michael Chaffer comes along and kind of clears the deck.

“This man is a beast who preyed on a 10-year-old,” he said.

Seeking a life prison term under the specification that pregnancy is serious physical harm is a first in Ohio.

Deters isn’t sure how it will play out in court, but said he believes the pregnancy meets the definition of serious physical harm. He said six other states consider child rape so aberrant it’s punishable by the death penalty.

The abuse to the girl began in September 2006 when the girl was 10, according to court records.

Chaffer threatened the girl, saying he would leave her mother if she told anyone, Deters said. Part of the investigation into the girl’s mother centers on whether the woman knew the abuse was happening.

Deters said the girl hid her pregnancy with big shirts. She was nearly nine-months pregnant when she complained of stomach pains Nov. 3. She was taken to University Hospital where she gave birth to a 4-pound baby girl the next day.

“When you hear her story it’s very upsetting,” Deters said. “It breaks your heart.”
The delivery set off an investigation by the Hamilton County Department of Job and Family Services.

While police looked for the infant’s father, social workers ordered the girl’s mother to keep all adult men away from the home, an order she broke by allowing Chaffer in the home, according to records.

When authorities discovered the mother’s deception, the girl and the infant were put into foster care, according to testimony from a previous dependency court hearing.

Prosecutors are seeking to permanently remove the infant from the girl’s care because the sixth-grade student is too young to care for the baby. A hearing in the case is set for next week.

Chaffer is currently in prison serving one-year prison term on an unrelated drug charge.

DNA testing has proved Chaffer is the infant’s father, Deters said.

I hope both her mother and the b/f rot in prison! A boyfriend should never be a higher priority than a child.

Enablers (mothers that allows it) makes me sick!

It's a tragedy that she gave birth so young and equally tragedy that she can't keep the baby and raise her, despite of her age. Even though she's 11 now, she sounded like a caring mother who's very concerned for her baby.

Maybe someday they'll be back together, if that ever happens.

Prolly alot of things, failure to report it to authorities, accessory to the crime, child neglect, etc.

Right now she's been indicted by a grand jury, therefore she has to go to court to answer the charges brought forth by the prosecutor.

It'll be months before she and her b/f have their day in court.

The b/f no doubt will be in prison and the mother will prolly get a few years plus probation.

I think the mother should never ever regain custody of the 10 year old or any kids ever again.

That poor girl! No child should have ever gone through this sort of perversities.

I hope they'll throw away the key on this creep forever. Although I doubt it *sighs*

As for the mother, she should have her tubes forcibly tied and banned from having custody of this girl and any other children including the granddaughter.

I reckon the baby should be put up for adoption. Better live in ignorance of how she came around than live with the brutual fact?

That's sickening! to think about my own 10 year old child.. and imagining what that 10 year old girl is going thru. that has to be terrible. I certainly hope that Chaffer does stay in prison for a very long time. As for the mother, it looks like.. she knew her daughter was pregnant the whole time! the mentality of a 10 year old girl knowing.. she needed to wear a big shirt to cover her pregnancy. no. I'm thinking her mother made her wear big shirts. I so can't imagine this.

yes, I agree with Dixie and PghSteelersGirl. 11 years old girl probably see a specialist psychology for rest of her life. She did not understand why adult man would do this to her and also helpless from her mother. Went through 9 months pregnancy then give away of her own child to somebody else. She did not ask for this, too young for her to make the right decision what is the best for the baby. I can't image, when the baby grow into 20 years old. She will be 30 years old. In this society is awful crazy !!

10 year old????????????????????? I thought women don't start their periods until 12 years of age?????? How is she able to get pregnant if she has not started menstruating???????????????

There have been rare cases where girls as young as 8 or 9 having menstrual cycles.
