German cigarette machines to take credit cards to stop teen smoking

BERLIN (AFP) - Smokers in Germany will have to use credit cards proving they are aged at least 16 when buying cigarettes from vending machines from next year, in a bid to crack down on tobacco use among teenagers.

The German government's drug czar, Sabine Baetzig, unveiled the measure which will take effect on January 1, 2007 at a press conference in Berlin.

"By introducing age restrictions for the purchase of cigarettes from a vending machine, we are putting youth protection laws into practice," said Baetzig, who is based at the family affairs ministry.

"We therefore limit the access of young people to cigarettes and protect them from possible harm."

To buy a pack from a machine, adult smokers will have to use a credit card embedded with a microchip that contains a "Jugendschutzmerkmal" (youth protection symbol).

Anyone under the age of 16 would be automatically rejected.

"With this measure we close a major loophole in the youth protection law which bans the sale of cigarettes to people under the age of 16," Baetzig said.

The law, which went on the books in April 2003, did not explicitly cover vending machines.

The legislation came as part of a raft of measures that have driven down the smoking rate among German adolescents, to 20 percent among 12 to 17 year olds in 2005 from 28 percent in 2001.

Many major banks already issue credit cards with the required microchips but vending machines throughout the country will have to be replaced with ones that can read the new cards.

Baetzing said she expected that the number of machines used by the tobacco industry would drop to 450,000 from 800,000 currently.

This isn't quite a good idea. Kids can simply "borrow" their parents' credit cards. ;)

Good question but I am sure that the kids would not do that because the parents will find out thru monthly statement that it's them...

Not if the parents are smoker themselves and they've used credit cards to pay for their cigarettes. Sometimes, parents smoke so much that kids could steal cigarettes from their parents without them even realizing it. I've actually talked to smokers and asked them which cigarette they were smoking out of the current box they had. They often shrug and say they don't know. Rarely, they will say something like... "Oh, this is my 5th cigarette from this pack." or something like that.
 
I don't think cigarette vending machines are used very much in the U.S. anymore...and probably for this reason.

Yes, that´s good question if the parents are smokers.... My co-worker thought the same as you...

Perhaps they add PIN number on credit card??? :dunno: Wait and see what happened then...

My both sons have debit cards. (Monthly allowance from us transfer to their bank account every monthly, then they can buy or save up whatever they like).

I do not agree to have credit card for them until they have job.. I will teach them cons and pros about credit card.

I´m surprised about credit card on vending machine because I would not accept credit card for my children...

PIN are for debit cards, not credit cards. Unless that is different in another country?

I have PIN number on credit card (VISA)... I use PIN number on credit card to collect money from Automatic money machine.

I have both PIN numbers for credit and debit cards. If I go supermarket or stores then use credit card without PIN number and use PIN numbers on debit card.
 
I was watching E! Madonna's older daughter, Lurdes(sp?) she has CC 10,000 limit :shock:

Maybe some students do :dunno:

You're right. Since the article says "credit card", we could assume that it's the credit card part... not the debit card part. That means... no PIN. Eek!
 
I use my debit/charge cards at checkout without using the PIN.

I rather not do that because it help to have PIN number to protect from stealing or fiddle the money ...

it can be any checking card, such as debit/credit card. I bet Reba never thought of it using a checking card without using PIN. Swiping checking card at Gas Station simaliar to any major credit card.

Liebling, any business clerk requires you an ID for using credit card? Not many business vendors do that...
 
The automated card readers at the checkouts don't request a PIN, just a signature. The live clerks at checkouts don't ask me for a PIN either. They aren't supposed to know the customers PIN. If they find out your PIN, they can steal from your account.

No, they give me small automatic machine to add my PIN number. We were recommend to use PIN numbers because it´s safety.

If someone found your credit/debit card then use it straight way. They can´t use my card because there´re no PIN number on it.
