Dead child found in military plane wheel well

I thought Military planes were guarded and are kept in a strict "shoot to kill" zone?
I remember visiting my buddy in the Air Force, we went to see the planes on base and they were inside of a zoned off area (marked by yellow paint on the ground) signs were posted every so many feet apart " DANGER: Do not cross yellow line, Shoot to kill orders in effect" blah blah blah of that nature, and we werent even at war or whatever it is yet ( back before Desert Storm )

I'm guessing this is why-

He added, however, that some of the airfields where the planes land are very remote and the security isn't always up to the standards that are followed in the U.S. and other nations.

Seems like the kid probably managed to get in there in one of the remote areas during one of their stops in Africa.
