Concept like translator language. But I think it's more like teach. Because it would waste time to typing and show instead write on paper or type from mobile phone to "talk".

It looks kind of cheap in quality. It only has 3,500 words too. There are a lot more signs then 3,500. I bet its also bridged, meaning no bad signs.

I guess 3,500 is basic sign language of something.
 
It probably doesn't have enough storage for every sign there is. There are 7,000+ signs in ASL and that typically does not include borrowed signs, classifiers, idioms, etc.
 
I've ideas of making something similar running around in my head for years. I did not have the money to spend on building a prototype for such a device though.
