A question about questions

I'm writing a paper for a neurolinguistics class that involves designing a study. While I'm very interesting in learning ASL, I haven't yet started learning it, so most of what I know about the signs themselves comes from googling things.

From what I understand, signing "that cat" means "that is a cat" and signing "that cat" while raising your eyebrows means "is that a cat?" My first question is, is that correct?

My second is, if someone were to sign "that cat" with a neutral face, then follow it up immediately with eyebrow raising, what would that mean? Would it be something like, "That's a cat. Or is it?"
