Just a rumor i heard a while back. I'll see if i can find it and post it here. Edit: It looks as if there is no existing mod that adds subtitles to HL1 but Black Mesa, the fan built remake of the original Half Life, will have subtitles when it is released.

I played it fairly recently, I don't think that subtitles were an option. I've head that there are mods that give the game subtitles though. I've just never seen them myself. I still haven't finished that game though, I may have to pick it up and finish it.

I'm HoH and I love the Half Life series. I usually have to play with the subtitles on.
