Provision, attached to military bill, unlikely to have passed House The Associated Press updated 1:04 p.m. CT, Thurs., Dec. 6, 2007 WASHINGTON - The Senate has dropped its insistence that Congress pass legislation expanding hate crime laws to include attacks on gays, after it became clear the measure wouldn't pass the House, according to congressional aides. House and Senate negotiators agreed on Thursday to drop the provision from a major defense policy bill. The legislation authorizes the military to spend some $150 billion in money for the wars in Iraq and Afghanistan and provides detailed policy guidance on the Pentagon's multibillion weapons programs. The exclusion of the hate-crimes provision pushed by Sen. Edward Kennedy, D-Mass., is a blow to civil rights groups who say it is necessary to address a rise in crimes motivated by prejudice against a person's sexual orientation or gender identity. The military bill is "the last clear chance this year for Congress to make a meaningful effort to stop hate crime violence," said Wade Henderson, president of the Leadership Conference on Civil Rights. WTF at stupid senate that dropped the hate crime bills because of focus on pointless war, I'm getting tired of damn war and need get out of it, war has charged alot from USA funds, that's not cool and Bush is make any very dumb action, fuck to Bush.

Hate Crimes Amendment Removed from Dept of Defense Conference Report
Human Rights Campaign Calls Move "Deeply Disappointing" 12/6/2007 WASHINGTON - Today, House-Senate conferees confirmed that the Matthew Shepard Act, which had passed the Senate as an amendment to the Department of Defense Authorization bill, would be removed from the final version of the bill. This announcement was made after House Leadership’s whipping the vote count on the conference report concluded there were not enough votes for passage of the bill if it included the hate crimes provision. "Today’s decision is deeply disappointing, especially given the historic passage of hate crimes legislation through both Houses of Congress this year. After more than ten years and several successful bipartisan votes, it is heartbreaking to fall short this close to the finish line," said Joe Solmonese, President of the Human Rights Campaign. "However, we are not giving up on efforts to find another legislative vehicle, in the second half of this Congress, to move the Matthew Shepard Act." The Human Rights Campaign has been a chief advocate of hate crimes legislation for over a decade. On November 14th, HRC sent an e-mail to all Capitol Hill offices urging the retention of hate crimes legislation in the Department of Defense Authorization conference report. Additionally, HRC organized and signed onto a coalition letter sent to the Chairman and Ranking Members of the Armed Services Committees urging them to retain the Hate Crimes amendment as part of the conference report. Timed to correspond with Members returning from the Thanksgiving recess, on November 28th, HRC launched a nationwide action alert to all of its members urging immediate grassroots action to Members of Congress. The alert can be viewed on HRC’s BackStory blog at: HRC Back Story The House of Representatives passed the Local Law Enforcement Hate Crimes Prevention Act (H.R. 1592) in May with a strong bipartisan vote of 237-180. The Senate approved the nearly identical Matthew Shepard Act (S. 1105) as an amendment to the Department of Defense Authorization bill on a voice vote after a 60-39 cloture vote. Inclusion of the hate crimes provision in the final version of the bill fell victim in the House to challenges from opponents of hate crimes as well as unrelated concerns regarding Iraq-related provisions of the bill. The hate crimes veto threat issued by the White House and organized opposition by House Republican Leadership cost significant numbers of votes on the right. Iraq-related provisions that many progressive Democrats opposed cost votes on the left. Moderate Democrats, many of whom voted for the hate crimes bill in May, did not want to test the President’s veto threat and risk a delay in increased pay for military personnel. All of these factors resulted in insufficient votes to secure passage of the bill with the hate crimes provision. "The exhaustive efforts of Majority Leader Reid, Senator Kennedy, Senator Smith, Senator Levin, Representative Conyers, Representative Kirk and other allies of equality on Capitol Hill, to keep the Matthew Shepard Act as part of this bill should not go unnoticed. We thank them for their efforts and know that they will continue to work with us to find a way to get this legislation to the President’s desk," continued Solmonese. The Matthew Shepard Act gives the Justice Department the power to investigate and prosecute bias motivated violence by providing the Department with jurisdiction over crimes of violence where the perpetrator has selected the victim because of the person’s actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity or disability. The legislation also provides the Justice Department with the ability to aid state and local jurisdictions either by lending assistance or, where local authorities are unwilling or unable, by taking the lead in investigations and prosecutions of violent crime resulting in death or serious bodily injury that were motivated by bias. The Act also makes grants available to state and local communities to combat violent crimes committed by juveniles, train law enforcement officers, or to assist in state and local investigations and prosecutions of bias motivated crimes. I don't think there are amendment for the African-Americans during the 60's for racist, and most of the people change after the death of Martin Luther King Jr. Plus, I don't think the homosexuals are the special people, they are just people. Congress and President is not same thing! They are different parts of the government. Congress authorized for USA to go to war. They VOTED to go to war against Iraq and I'm not gonna back off. Even Clinton voted for it!
As for the Military bill, Bush wants part of that bill to be passed caues it would give money to defense bill, and some people added the gay part as a rider hoping that they would go ahead and pass the military bill along with gay part but it didnt' work. They didnt' get enough votes in order to past the military bill cause of the gay rider. They had to drop it in order to pass the Military bill which is what Bush wants in order to keep the military going. |

Secretblend, it don't matters if it's Bush or not, Bush was start to invade on Iraq and keeping war over years, it has brought an massive attention to international and Bush is doing an big mess with his job, I was expected that war will be finish soon but... nothing is happen and probably take too long. Congress are very pressure with Bush and keep to make bill to support funds for war, it hasn't focus about issue in USA but Iraq isn't our country, along with Afghanistan.
I'm expected that congress will re-introduce the hate crime bill in later after pressure of war has reduce or end, we should take care of this country, not others like Iraq or Afghanistan. It would be 1 years to left then Bush will left the office and replace into better president to attempt to end the war, in case if war hasn't finished when Bush is left the office in 2009. That's why about Puyo was upset with Bush, same goes to me too.

The reason why the bill is very important, if we don't have that kind of bill then people would just get off thinking it's ok to making fun of, hitting, throwing, kicking out, threatens, etc to others because of their own status. Also if there is a person who have gray hair accidently got in the hate crime victim by other, and if that's only one person in a country, then it's not a serious issue, but if there is group with 30 percent experience hate crime victims then that's serious case and it's different story.
