Captioning Political Ads on TV

An interesting article about captioning political ads on TV. It was in my local paper as I live in MN.

Good news for me! I read this article, and it said with exception for: "skipping public financing" what is that mean?

I don't see it either. My guess it was a phrase in the column on the right - either an ad or a link for another news article.
