Discrimination of IELTS against profound deaf people

I am wondering whether IELTS does provide is not right for profound deaf hearing impaired people, particularly for people who seek temporary migration for work which requires IELTS test. I am concerned that IELTS does have listening and speaking test which can heavily affect outcome due to the fact that ears with profound deafness are not made for listening (this quote is referenced somewhere I think). So the main question is, do we have to raise questions against IELTS or can practically apply discrimination law against IELTS for testing profound deaf impaired people with listening and speaking tests?


If there is anyone in this forum has experienced IELTS before under the same condition, you are welcome to post thoughts as well.

btw i am going to graduate soon on December and try to apply for temp residency visa to work for at least one year
 
I wonder if IELTS examiners would allow a profoundly deaf person to use a terp for the listening and speaking portions of the exam (particularly the speaking portion since this is comprised of a 10-15 minute interview or conversation with the examiner)?
