I had a talk with my friend about motorcycle inspection. I told him why not just go ahead and add horn and swap brake light. Ignore the signaler for now unless DMV have their say. If it is required then yank off the signaller from his junked Kawaski and install it on Harley for short time. After passing inspection and get lic plate, rip it out. He would keep horn as required cuz of stupid soccer moms. LOL

Dont forget rear license plate, I was cited a few years ago for not installing one! LOL
My friend plan to have a Lic plate frame on side of harley, just place it vertically. He's looking for one or have someone make one for him.

Speaking of inspections - I had to take my car to get a car inspection because it was a new car I bought off my mom, the inspection failed since the tyres was low than the expected mark so I had to pay $440 for all tyres to be replaced, it was so expensive since my car is small, i thought to myself it would be cheap, but heck no, since it has 16" alloy wheels. Oh boy!
