There are several techniques that can be used to perform a 2nd trimester abortion. The only one that has been banned is "partial birth". Even if a woman's life is at stake, or the fetus has conditions incompatible with life, "partial birth" cannot be uised to perform a second trimester abortion. That doesn't mean that a 2nd trimester abortion is illegal uinder these circumstances. It means that they have to do it another way.
