Generally, if mainstream sped is bad, then the special schools in that state tend to be outstanding.
Personally, I would totally pick a School for the Deaf over a mainstream (eg self contained classroom/magnet program) dealie.
Your boy is getting on to that age when social issues become a biggie.
Even hearing and nondisabled teens find jr high and high school hard socially.
My thinking is that if he's happy socially, he'll do better in school.
