Yep; and anyone who thinks they are otherwise is in denial.

I've also seen people with Bluetooth driving along gesticulating with both hands (not signing) off the wheel, "drifting" into other lanes, so I know they aren't giving full concentration to the road even though they're using a "hands-free" phone.
