no we dont have.. and no it is not a law to have one. its your choice if you want a basement.
if one doesnt have a basement.. usually one would buy a storm cellar to be protected from the tornado. we need a storm cellar as we live in trailer. Trailer is not a safe place to be when tornado hit as trailer can be destroyed compare to the house its more sturdy, from what i have seen most.
if i have my own place i would get a storm cellar.
