IF they are plentiful, and IF it is hunting season, and IF that's a legal hunting area, and IF they either have a hunting license or they are on their own property, and IF the birds are in flight, then they can kill them. In the above story they met none of those conditions. They were being paid to
work, not kill park animals.
I believe they are covered by the Migratory Bird Treaty Act of 1918.
