Actually, that is true. I should had clarified what I meant by that. At the time, they were even allowing some people in the military to join the fight with the British military. Although, they were not a fully committed ally at the time because they did not have the country's full approval back then.
They were even setting up factories in the USA to produce weapons for them. In fact, WW2 made the USA stronger economic-wise.
