I agree.
What she should have done was talked with the mayor or city officials to get permission before doing the dye-job.
"Sir, I have a document that confirms that I will be using organic product and another document that confirms that these organic products will NOT harm animals."
On the other hand, maybe the law was not made for the sole purpose of protecting animals from the harmful chemicals in dye... but to ensure that animals are not "modified" in any way except for haircut and medical purposes.
