I work for Walmart. If the local manager is refusing to hire you. I would ask them for regional manager's number and give that person a call. Explain your situtation and see what they do. You can keep going up till you get to Home Office in Arkansas. I would be very surprised if the regional manager doesn't correct that problem. If it seems like they refuse to correct the problem after several manager levels, I would consider sueing them.
You might be able to find the number on website of walmart. If you can't, PM me and let me know what is town you are in and what the store number is and I'll get the number for you to call.
