You can use video-phone in Australia, but it is not free to use. Not the worth unless you don't mind paying a lot of money per month. Here in the states, video-phone and video relay services for the deaf/hoh are funded for by federal taxpayers

I guess you should contact your national/federal deaf society (or other similar organisations) to ask about it.

As for VRS, it seems that VRS in Australia was made available for several years now?
