Her first plan was failed because she realized that Republicans had more seats than Democrats at the House of Representatives which wasn't work that way for her. I personally think that both of Republicans and Democrats acted like spoiled kids to against each party. They made a big fool themselves because they are supposed to be serious and help our people in the country. They all care about money than anything else - they will not change their heart for you.
I would say that she does not want others to copy her idea in case if she didn't win the election.
